Protocol for Public Administrations

During our experience collaborating with incubators and accelerators of National, Regional, and Local Entities, we identified a Legal Engineering tool that captured the attention of all the startups we encountered along the way: the Highlight Review Table.

The success of the experience with an in-house company of an Italian region for the development of innovative entrepreneurship prompted us to accept the request to share the HRT training process with other startup programs of National, Regional, and Local Authorities.

This led to the creation of a collaboration protocol between Aiternalex and Public Administrations and their Participated Companies to freely strengthen their startup incubation and acceleration programs.

What is the purpose of our free collaboration?

We agree with the entities to provide the most promising startups with something that goes beyond the basic taste of legal engineering included in our SAP, by extending the commitment of the Aiternalex team dedicated to SAP to gift the best startups with the Highlight Review Table (HRT).

What is the Highlight Review Table (HRT)?

The Highlight Review Table or HRT is the result of a comprehensive analysis of the legal, technological, and financial aspects of a business. Through legal engineering, it provides an evaluation of the company’s areas for improvement—useful for strengthening its structure, accelerating growth, optimizing resources, and increasing attractiveness to investors.

The HRT is presented as a table summarizing the discussion points that emerged during the discovery phase:

  • Area – the specific field (tech, legal, finance) of the topic analyzed.

  • Topic – the specific subject matter addressed.

  • Need – the company’s expressed need or requirement.

  • Action to do – recommended actions to resolve the identified Need.

  • Priority – the assigned priority level for the analyzed Need.

  • Effort – estimated effort required to implement the proposed action.

By opening the HRT, you will find a table containing a summary of the implementations identified through the legal engineering activity, with details regarding the “Area” they belong to, the “Topic” discussed, the “Need” for the company, and a summary of the “Action to do” necessary to address the Need. The table concludes with the “Priority”, which characterizes the analyzed Need, and the estimated “Effort” (typically economic) associated with implementing the “Action to do” via consultants.

What are the benefits of the HRT for a company?

The HRT is a real assessment and planning tool, not just a document that describes the company’s health status.
By cross-analyzing the three areas (legal, technological, and financial), the company is able to:

  • Identify potential issues before they become critical, thereby reducing operational risks.

  • Allocate resources more efficiently by focusing efforts on priority areas for improvement.

  • Increase the likelihood of fundraising by presenting itself to investors as stronger and more aware of its strengths and weaknesses.

HOW TO GET THE HRT

The creation of the HRT follows a structured process:

Selection

Startups admitted to the acceleration program of a Public Administration or its Participated Company undergo internal pre-screening by the Aiternalex team.

After completing a questionnaire, the selected startups are invited to a free consulting call during which their current situation and future potential are analyzed.

Discovery call

HRT drafting

After the discovery call, the team holds an internal meeting and integrates multidisciplinary feedback into a single document.

The document is then finalized and sent to the company. In selected cases, the HRT may be presented to the company during a dedicated call.

HRT delivery

You are a startup and want to get an HRT even if you are not participating in a Public Administration accelerator program?
